ASME Baltimore Section Webinar - NTSB Lead Investigator for East Palestine, Ohio Train Derailment

Please join the Baltimore Section of ASME on Tuesday, June 27, 2023 from 7:00 PM-8:00 PM for a webinar discussion with Mr. Ruben Payan, Railroad Accident Investigator (RAI) at the National Transportation Safety Board (NTSB). Mr. Payan will discuss what a RAI does, what they look for, and what training is required. He will also discuss the recent East Palestine, Ohio train derailment on which he was the Lead Investigator. Mr. Ruben Payan is a railroad accident investigator at the National Transportation Safety Board (NTSB). He joined the NTSB in 1997 as an Electrical Engineer for the Office of Railroad, Pipeline, and Hazardous Materials Investigations. Recently, Mr. Payan was the Lead Investigator for the 2023 East Palestine, Ohio train derailment. Mr. Payan graduated from the University of Texas at El Paso, where he earned his B.S. degree in Electrical Engineering. The NTSB is an independent federal agency charged by Congress with investigating every civil aviation accident in the United States and significant accidents in the other modes of transportation-railroad, highway, marine and pipeline. The NTSB determines the probable cause of the accidents investigated and issues safety recommendations aimed at preventing future accidents. Additionally, the NTSB coordinates the resources of the federal government and other organizations to provide assistance to victims and their family members affected by major transportation disasters.
