House Bipartisan Task Force on Artificial Intelligence Report

Science leaders in the House of Representatives recently released a bipartisan task force report on Artificial Intelligence (AI) which explores how Congress can ensure the United States continues to lead the world in AI innovation while ensuring appropriate guardrails to safeguard the nation against current and emerging threats.  

The report finds that to maintain U.S. leadership in global AI innovation and governance, Congress will need to continue federal R&D investment efforts, support AI evaluations, and bolster U.S. standardization efforts for AI. 

Jointly led by Chairman Jay Obernolte (R-CA) and Co-Chair Ted Lieu (D-CA), the House Task Force Report on AI was developed with feedback from multiple committees of jurisdiction and includes guiding principles and recommendations for further action from Congress and the Administration.  The report examines government use of AI, national security, data privacy, R&D policy, standards development, civil rights, workforce development, and a range of other intellectual property and use-case issues related to emerging applications.  

In addition to evaluating specific AI issues, the Bipartisan Task Force on AI adopted several high-level principles to frame high-level policy considerations that can help guide future congressional efforts. The principles adopted to guide future AI policies are:  

  • Identify AI Issue Novelty  

  • Promote AI Innovation  

  • Protect Against AI Risks and Harms 

  • Empower Government with AI  

  • Affirm the use of a Sectoral Regulatory Structure   

  • Take an Incremental Approach  

  • Keep Humans at the Center of AI Policy
