Capitol Corner: Growing Reputable Academic Departments (The GRAD Act)

This week’s Capitol Corner highlights the Growing Reputable Academic Departments Act (H.R.4176), legislation sponsored by Congresswoman Jennifer McClellan (VA-04) and Congresswoman Alma Adams (NC-12) that’s aimed at enhancing opportunities for students at Historically Black Colleges and Universities (HBCUs) and Predominantly Black Institutions (PBIs).

Known as the GRAD ACT, the bill amends the Higher Education Act (HEA) of 1965 to expand the list of Historically Black Colleges and Universities (HBCUs) and Predominantly Black Institutions (PBIs) eligible to receive federal funding for qualified graduate-level STEM programs.

The GRAD Act seeks to promote graduate opportunities in critical subject areas such as mathematics, physical or natural sciences, and information technology. Through increased access to federal funding, the bill aims to ensure that HBCU and PBI institutions can play a larger role in advancing higher education opportunities for the communities they serve.
