White House Office of Science and Technology Policy Releases First-Ever Quadrennial Science and Technology Review

The White House Office of Science and Technology Policy (OSTP) has completed its inaugural Quadrennial Science and Technology Review (QSTR). Mandated by the 2022 CHIPS and Science Act, this comprehensive report offers an in-depth look at federal science and technology initiatives and provides an inter-agency assessment of ongoing efforts to strengthen U.S. scientific and technological leadership.

The QSTR serves as a valuable resource for Congress and policymakers, outlining key federal programs and agencies dedicated to advancing the nation’s innovation objectives. It offers insights into how government-wide coordination is evolving to address critical national challenges, including climate change, national security, public health, and economic competitiveness. By identifying priority areas and highlighting funding trends, the report aims to guide future federal science and technology initiatives.

One key focus of the report is the trajectory of federally funded research and development (R&D). The Biden-Harris Administration has advocated for significant increases in R&D investment, calling for bolstering science budget allocations in an effort to compete in the race for leadership in next-generation technologies. However, the report acknowledges that congressionally imposed budget caps have placed constraints on appropriated funding over the past decade, limiting the potential of some research initiatives across agencies.

The release of the QSTR reflects a growing emphasis on ensuring that U.S. science and technology policy keeps pace with the rapidly evolving global landscape. By providing a transparent, data-driven overview of federal R&D efforts, the report aims to inform future legislative and executive actions, shaping policies that will sustain American leadership in critical technological domains.
